财政部史上生于外国的部长数目最多，共五人。劳工部和内政部各有三人，住房及城市发展部和国务院各有两人。根据美国总统继任顺序，前国务卿马德琳·奥尔布赖特和亨利·基辛格在外国出生的阁员中达到的级别最高[1]。这些人大多数出生于欧洲，而生于欧洲的则多数来自英国（五人）和德国（四人），其他则来自爱尔兰、捷克斯洛伐克和意大利。六名内阁成员生于美洲，一名内阁成员生于亚洲。国防部、司法部、卫生及公共服务部和教育部至今无出生于外国的部长。

由于多数生于外国的阁员并非“生为美国公民（英语：Natural born citizen of the United States）”，即他们並不是生于美国，也不是由美國籍父母生於国外，由此根据1947年《总统继任法（英语：Presidential Succession Act）》，无权在“总统和副总统”都无法“执行总统权力和职责”的情况下执行代理美国总统的权力[8][9]。
