  • It is "any official text of a legislative, administrative or of legal nature, as well as official translations thereof"

Copyright notes 		根據美國著作權局循環引用文件38a，以下國家並未參與伯恩公約或世界著作權公約，並且沒有基於對美國國民或居住者所作作品的互惠待遇，而做出總統宣言決定恢復這些國家境內作品在美國的著作權保護：
  • 東帝汶、厄立垂亞、衣索比亞、伊朗、伊拉克、馬紹爾群島、帛琉、索馬利亞、索馬利蘭和南蘇丹。

因此，這些國家公民在這些國家境內製作的作品通常不在這些國家以外受著作權保護，也因此這類作品在世界上絕大多數其他國家可能屬於公有領域。

然而：
  • 在這些國家境內，由其他國家公民或永久性居民發表的作品，只要涉及國家參與了伯恩公約或其他著作權條約，那麼在其母國仍然依據其本地法律而受到著作權保護，甚至是全世界。
  • 類似的講，在這些國家境內發表後30日內，在其他國家發表的作品也通常會根據外國的發表日期而受那個國家的著作權保護。當作品在這些國家以外受著作權保護時，這類著作權保護的條款或可能超過這些國家境內的著作權條款。
  • 這些國家境內未發表的作品可能完全受著作權保護。
  • 如果作品的來源國加入著作權條約或與美國簽訂協議，並且作品在其來源國仍然受到著作權保護的話，這些國家之一的作品可能根據URAA而受美國著作權保護。
衣索比亞制定了著作權法律，發表於官方公報中（非官方英語翻譯（WIPO）），於2004年7月19日生效。
