然而：

在這些國家境內，由其他國家公民或永久性居民發表的作品，只要涉及國家參與了伯恩公約或其他著作權條約，那麼在其母國仍然依據其本地法律而受到著作權保護，甚至是全世界。
類似的講，在這些國家境內發表後30日內，在其他國家發表的作品也通常會根據外國的發表日期而受那個國家的著作權保護。當作品在這些國家以外受著作權保護時，這類著作權保護的條款或可能超過這些國家境內的著作權條款。
這些國家境內未發表的作品可能完全受著作權保護。
如果作品的來源國加入著作權條約或與美國簽訂協議，並且作品在其來源國仍然受到著作權保護的話，這些國家之一的作品可能根據URAA而受美國著作權保護。

衣索比亞制定了著作權法律，發表於官方公報中（非官方英語翻譯（WIPO）），於2004年7月19日生效。
