《求聞》快訊：2019年監管員選舉結束
【《求聞》北京3月3日訊】2019年元維基的監管員（Stewards）選舉已於2月28日結束，有4名維基人成功上任新監管員，目前監管員總數為39人。
儘管權力的實際實施受到種種限制，但從技術角度出發，監管員客觀上仍然是維基媒體計劃上權限最大的用戶。監管員經常在本地沒有管理員的小語種維基協助本地事務，而會迴避插手有成熟社群的維基。儘管手握重權，但監管員同一般編者一樣，監管員也都是志願者，不受僱於維基媒體基金會。中文維基百科上的各類事務曾經通常用不到監管員出手，但有兩方面除外：其一是在中文維基和外語維基都有破壞的跨維基破壞者。在處理破壞的實際操作中，需要監管員來協助進行「全域鎖定」（Global lock）。被全域鎖定的帳號在任何一個語言、任何一個項目都無法繼續編輯；其二是用戶查核。中文維基百科的本地用戶查核權限自去年3月被基金會有關人員剝奪後，所有用戶查核操作必須要至元維基讓監管員進行。這使得近一段時間以來，中文維基和監管員的交流明顯增多。另外還值得注意的是，近來監管員在元維基上大量封禁代理工具所用的IP段。這給來自中國大陸的編者在編輯上造成了一定阻礙。

《求聞》快訊：3月19日協調世界時15時整中文維基百科將進入只讀模式15分鐘
【《求聞》北京3月7日訊】基金會技術人員約翰·約恩松日前在中文維基百科的互助客棧留言提醒，在3月19日協調世界時15時整（北京時間同日23時整），中文維基百科會進入只讀模式。只讀模式意味着，中文維基百科仍然可以訪問，但任何編輯無法保存。預計只讀狀態會持續最多15分鐘，但很有可能會比15分鐘少。
在進入只讀狀態期間，基金會人員將對位於美國弗吉尼亞州阿什本的s2主數據庫進行網絡維護。包括中文維基百科在內，所有使用s2主數據庫的計劃和語言都會受到影響。除了中文維基百科外，受影響的還有英文維基語錄、英文維基詞典、泰文維基百科、芬蘭文維基百科、意大利文維基百科等。
《求聞》快訊：德語維基百科將關站抗議歐盟新版權法
【《求聞》北京3月9日訊】德語維基百科社群在當地時間8日上午8時（北京時間同日下午3時）通過投票，決議在2019年3月21日關站一天抗議歐盟即將付諸投票的新版權法案。
德語維基的本次投票開始於當地時間3月1日，共分為三個部分。其中，「你是否支持（德語維基百科）抗議歐盟版權法改革」一項共收到215張有效票，支持與反對票比為67.9%比32.1%；另一個投票確定德語維基百科具體以「完全關站」還是以「展示帶有抗議該法案內容的橫幅」的形式抗議。這項投票共收到167張有效票，其中83.2%的投票支持完全關站，16.8%的投票支持展示橫幅。
此次投票針對的歐盟版權法草案全稱《數字化單一市場版權指令》。因歐盟國家在數字領域同屬一個市場，該法案如果通過，將適用全部歐盟國家。目前其仍停留在草案階段，但如果通過，其中受廣泛爭議的第11條和第13條法案將對互聯網自由造成嚴重的負面影響。
【《求聞》上海3月10日訊】用戶Kuon.Haku的管理員投票在經過了15天後，以37票支持對1票反對、支持率達97%的高票通過。Kuon.Haku的投票是2019年通過的第二個管理員投票。

The Wikipedia Library is announcing signups today for free, full-access, accounts to published research as part of our Publisher Donation Program. You can sign up for new accounts and research materials on the Library Card platform:
- Kinige – Primarily Indian-language ebooks - 10 books per month
- Gale – Times Digital Archive collection added (covering 1785-2013)
- JSTOR – New applications now being taken again

【《求聞》北京3月13日訊】2019年3月13日，在元維基中持續了四個半月的關於開設文言維基文庫的有關討論正式結束。
關閉討論的決定是由元維基管理員，同時也是維基媒體基金會成員的billinghurst於協調世界時4時34分做出的。他指出：該討論已經由StevenJ81（另一位管理員和維基媒體基金會的成員）於3月4日協調世界時15時44分關閉過一次了。
Wikipedia translation of the week: 2019-12
The winner this Translation of the week is Please be bold and help to translation this article!  In the Māori language Matariki is both the name of the Pleiades star cluster and also of the season of its first rising in late May or early June. This is a marker of the beginning of the new year. Different peoples celebrate Matariki at different times; some when Matariki rises in late May or early June while others observe it at the first full moon or first new moon following the rising of Matariki. Matariki is a shortened version of Ngā mata o te ariki o Tāwhirimātea, or "the eyes of the god Tāwhirimātea", but it is sometimes incorrectly translated as "little eyes". Similar words do occur in most Polynesian languages, deriving from Proto-Polynesian *mataliki, meaning minute, small; the use of the term for the Pleiades constellation is also ancient and has been reconstructed to Eastern Oceanic (Please update the interwiki links on Wikidata of your language version of the article after each week's translation is finished so that all languages are linked to each other.)

《求聞》快訊：德語之後，又有三門語言維基百科決定關站抗議歐盟新版權法
【基金會網站3月20日消息】德語、捷克語、丹麥語和斯洛伐克語的維基百科編輯社群已經決定，將於3月21日關站抗議歐盟著作權指令擬議案的數字化單一市場版權指令。
這4種語言維基百科會把訪客的所有請求重定向到一個寫有該著作權指令的橫幅頁面，訪客無法閱讀網站上的其他內容。這次抗議將持續24小時。該著作權指令的最後一輪投票將於3月26日舉行。
【《求聞》北京3月23日訊】當地時間21日是德語維基早先計劃抗議關站的日子。德語維基百科將全頁設為黑色，以白色大字和黃色高亮顯示出：這是我們最後的機會。

而第十三條則顛覆了美國「數字千年版權法案」奠定的「通知-刪除」原則。中國的《信息網絡傳播權保護條例》也體現了這一原則，即凡在互聯網上提供內容的服務者（如博客網站、視頻網站等用戶可以在其中發布內容的平台），只要在版權持有者提出侵權抗訴、要求撤下侵權內容後，及時撤下內容，就可以免去侵權的連帶責任，而不需要主動審查用戶上傳的內容是否侵犯版權。在歐盟新版權法第十三條規定下，網站必須要審查用戶發布的內容是否合乎版權規定。這意味着網站需要僱傭大量的「刪帖員」、開發大量程序；而網站主動審查侵犯版權的內容，有嚴重「誤殺」可能。這一條規定又俗稱「上傳過濾器」。

【《求聞》北京3月27日訊】據英國廣播公司報道，當地時間26日歐洲議會就廣受爭議的《數字化單一市場版權指令》進行表決。該法案以348票支持、278票反對獲得通過。
《求聞》快訊：中烏編輯鬆開跑一個月，中文貢獻量不足烏爾都語一半
【《求聞》北京3月29日訊】在3月1日開始的中文-烏爾都語編輯馬拉松已經開始將近一個月的時間。預定4月15日結束的此次編輯松目前賽程已經過半，但中文側的進度似乎不如人意。
截止發稿時，根據記錄編輯松評比情況的「Fountain」平台回匯報，中文方面總共有19名用戶參與，共貢獻了49篇條目。貢獻最多的西安兵馬俑、Rowingbohe分別貢獻了7篇和6篇條目；烏爾都語方面總共有12名用戶參與，但這12名用戶貢獻了總共138篇條目。儘管參與者較少，但烏爾都語方面「戰鬥力」很強。最活躍的Tahir mq和Hmfs.ind兩名用戶分別貢獻了46篇和35篇。
