联邦刑事检控专员办公室（英语：Office of the Commonwealth Director of Public Prosecutions），非正式称为联邦刑事检控署（Commonwealth Director of Public Prosecutions，简称CDPP）是澳大利亚律政部长下属的独立刑事检控机构，隶属于澳大利亚律政部。它由联邦《1983年刑事检控专员法令》（Director of Public Prosecutions Act 1983）设立，并于1984年开始运作。[2][3]
历史
刑事检控署成立于1984年3月8日，旨在检控涉嫌违反联邦刑事法律的罪行，主要是联邦《1914年刑事罪行法令》（Crimes Act 1914）及联邦《1995年刑事法典法令》（Criminal Code Act 1995）。刑事检控署最初由刑事检控专员伊思·滕比领导，直到他于1988年卸任。刑事检控署的总部设在堪培拉，墨尔本办事处于1984年6月6日设立，负责特别检控官Robert Redlich的工作。[4]后来，刑事检控署接管了特别检控官的工作，以检控最底层的港口税收案件及律政部的副民事检察专员办公室的一部分。[5]
刑事检控署以其不分性别的招聘及工作实践而闻名。[5]
职能
该机构只有一个目标：“为澳大利亚人民的安全及福祉做出贡献，并通过维护法律及秩序以及打击犯罪以保护联邦资源”。[2]它检控针对联邦的犯罪，并向转介机构提供建议，以此行使这一职能。
刑事检控署没有调查权力，调查事项及将事项提交予刑事检控署的决定由提交机构自行作出。此外，刑事检控署依靠转介机构来调查指称罪行（alleged offence）并准备证据摘要（brief of evidence）以支持检控及资产追讨（assets recovery）。[6]
组织
联邦刑事检控署总部设在堪培拉，并在阿德莱德、布里斯班、凯恩斯、达尔文、霍巴特、墨尔本、珀斯、悉尼及汤斯维尔设有办事处。大多数办事处包括收入及福利欺诈/商业、金融和腐败分处、非法进出口/剥削和边境保护分处，以及有组织犯罪和反恐分处。[7]
尽管联邦刑事检控专员在联邦律政部长的职权范围内，但其办公室的运作独立于律政部长及律政部。[5]律政部长作为澳大利亚的首席律政人员，负责联邦刑事司法系统，仍会对议会在检控过程中做出的决定负责，尽管这些决定现今实际上是由刑事检控专员及其下属律师做出的。[5]根据联邦《1983年刑事检控专员法令》（Director of Public Prosecutions Act 1983）第8条，律政部长有权向刑事检控署发布指引（guideline）及指示（direction）；然而，只有在律政部长须在与刑事检控专员协商后才能如此行事。根据该法令，任何指引或指示都必须以书面形式发布在宪报上，并提交予议会。迄今为止，刑事检控署仅被律政部长指示过三次，这三次均与具体案件无关。[5]
