倾销
倾销的意义有二:传统上,倾销是掠夺性订价(predatory pricing)的一种,即以蚀本价卖出货品以打击竞争对手、将对手驱离市场,并以最终提升价格作补偿为目标。
根据世界贸易组织《关于实施1994年关税与贸易总协定第6条的协定》(简称《反倾销协定》)第2.1条的规定,若一产品自一国出口至另一国的出口价格低于在正常贸易过程中出口国供消费的同类产品的可比价格,即以低于正常价值的价格进入另一国的商业,则该产品被视为倾销。[1]
一些觉得自己是第二种倾销的受害者的国内工业人士,试图模糊两种倾销的定义,让人有“外国正在做一些在本国违法的事情”的印象,从而支持如关税等的贸易保护主义措施。
