美国的深层政府是一个阴谋论，一些作家声称它是由联邦政府、金融和工业界高层的人士组成的秘密网络，他们进一步声称它是一个隐藏的政府，与合法的当选美国政府并行或在其内部行使国家权力。[1][2][3][4][5]认为存在这样的“深层政府”的说法是阴谋论。[6][7][8][9][10]
作家迈克·洛夫格伦（Mike Lofgren）认为存在着“一个由政府和部分金融、工业界高层联手组成的混合组织在实际上操纵着美国，而它未曾由被统治者通过正式政治程序表达认同”[11]或者把“深层政府”视为职业政客和公务员中普遍存在的腐败现象。[12]《纽约时报》[13]和《纽约观察家报》的作家已经驳斥了“深层政府”理论。[14]迈阿密大学教授约瑟夫·乌辛斯基说，“这一概念在阴谋论者中一直非常流行，不管他们称之为深度政府还是其他什么”。[15]
