2019年9月3日，英国保守党21名下议院议员被收回党鞭，等同开除党籍[1]。事源是他们支持一个紧急动议，容许下议院在9月4日控制议程辩论《2019年欧洲联盟（退出）法案（第6号）》[2]。表决后数小时，首席党鞭马克·斯宾塞通知倒戈的议员不能再以保守党身份参与国会会议[3][4]。
被开除党籍的包括下议院院父（祁淦礼），前财政大臣（祁淦礼、夏文达），多名前内阁大臣（格雷格·克拉克、大卫·高克、简意宁、多米尼克·格里夫、奥利弗·莱特温、卡罗琳·诺克斯和罗利·斯图尔特），以及前首相邱吉尔的外孙（尼古拉斯·索梅斯）等人[5][6]。
10月29日，10名党籍被开除的议员获恢复党籍，当中4人代表保守党出选同年大选并胜出，另外6人决定落马[7][8]。继续被开除党籍的11人中，6人放弃参选[9]，其馀5人以自由民主党或无党籍身份竞逐连任，全数落败[10]。
背景
2019年4月，下议院议长约翰·伯科容许奥利弗·莱特温爵士动议，让下议院控制《欧洲联盟（退出）法案（第5号）》（又被称为“库珀－莱特温议案”）的二读程序、法案委员会、以及三读程序[11]。动议以一票之差获通过，《2019年欧洲联盟（退出）法案》亦在同日获通过[12]。
时任首相文翠珊曾多次呈交脱欧协议到国会，而支持协议且反对无协议“硬脱欧”的保守党下议员，就被传媒称为“高克小队”（英语：Gaukeward Squad），取名自小队的“队长”大卫·高克[13]。不过，文翠珊的协议最终仍然被否决，接续由下任首相鲍里斯·约翰逊处理脱欧工作[14]。
2019年9月，白高汉又准许莱特温根据《会议常规》第24条，动议从政府手中取得议程控制权，让彭浩礼提出的《2019年欧洲联盟（退出）法案（第6号）》能获通过[15]。表决前夕，政府的党鞭办公室表明，支持莱特温动议实际上是“破坏政府的谈判立场，将国会的控制权交给郝尔彬”[16]。因此，支持该动议的保守党议员最终被开除党籍[16]。

后续
9月5日，大学国务大臣约翰森宣布辞职并退出内阁，以及放弃竞逐连任议员[37]。《每日电讯报》报导指，是次开除党籍的事件是触发首相弟弟挂冠的导火线[38]。
9月7日，就业及退休保障大臣卢绮婷亦告请辞，以及退出保守党[39]。她批评约翰逊的脱欧政策，以及党对倒戈议员的处理手法[40]。
9月14日，曾参选保守党党魁的翟彦明，因为被开除党籍而转投自民党[25]。10月4日，同样曾经参选党魁的前内阁大臣施达伟亦离开保守党，以无党籍的身份参选伦敦市长[41]。
10月29日，10名党籍被开除的议员获恢复党籍，包括潘礼卓、柏思域、毕毅达、祈国光、夏世勋、夏永霆、章曼琪、卢嘉莲、宋立勤爵士、韦毅思[8]。
10月31日，宋碧芝加入自民党[33]。11月5日，夏文达宣布放弃竞逐连任议员[26]。
