熱帶風暴布雷特（英語：Tropical Storm Bret）於2011年7月17日在巴哈馬以北的鋒區西南邊緣沿線發展形成，是2011年大西洋颶風季第二場獲得命名的風暴。氣旋起初的移動幅度很小，並因上層環境有利而逐漸增強，然後達到風力時速110公里的最高強度。由於轉向氣流格局漸趨明朗，風暴轉向東北，行經海域的垂直風切變有大幅增長。雖然受到風切變的不利影響，但接下來幾天裡布雷特的環流依然層次分明，中心附近還偶有對流爆發。到了7月22日，氣旋內已持續數小時沒有強勁雷暴，美國國家颶風中心因此在系統行進至百慕大以北約605公里洋面時停止針對布雷特發布公告。

2011年7月中旬，有大範圍上層低壓槽在西北大西洋上空南下，從百慕大一直延伸到喬治亞州內陸上空的冷鋒因此得到強化[2]。鋒區北側大範圍地區降下小雨，最西側部分則在佛羅里達州東北部上空基本保持靜止狀態[3]。7月16日，位於近海並且正在逐漸衰減的冷鋒邊緣沿線發展出地面低氣壓區[4]，還在巴哈馬以北洋面產生稀疏對流區[5]。雖然內部起初缺乏環流，地面氣壓也相對較高，但低氣壓區的組織結構還是在風切變逐漸消退的情況下得以改善[6]。颶風獵人偵察機在大阿巴科島西北方向約160公里海域發現閉合環流中心，美國國家颶風中心因此於協調世界時7月17日晚21點宣布有熱帶低氣壓形成[7]。成為熱帶氣旋後，系統內的深層對流迅速增長，風力也不斷提高，僅三小時後就升級成熱帶風暴並獲名「布雷特」（Bret）[8]。

氣旋所在位置正處副熱帶高壓脊的薄弱環節，布雷特因此在獲名後的一段時間裡以非常緩慢的速度南下[7]。雖然西側有乾燥空氣逼近，但風暴繼續強化，東部半圓有顯著的深層雷暴帶逐漸收緊[9]。7月18日，衛星圖像顯示系統內有結構混亂的眼狀特徵存在，表明布雷特的強度正快速增長。偵察機的觀測結果也證實這一判斷，風暴的下層風速已達到每小時110公里左右，只略低於颶風標準，這也是布雷特所達到的最高強度[1][10]。達到最高強度後，氣旋因所在位置有高氣壓逐漸形成而開始加速朝東北方向前進，接下來數小時裡強度的波動幅度都很小[11]，只是在外界存在強烈風切變，同時又缺乏熱帶濕氣的雙重不利因素下無法進一步增強。到了7月19日，布雷特的環流中心已經暴露出來，缺乏深層對流，風速降至每小時85公里，並且行經洋面的環境越來越不利於熱帶氣旋發展[12]。不過，這些不利條件還不足以令風暴強度快速下降，接下來兩天氣旋移動速度放緩，強度基本保持不變，下層環流依然層次分明，西南象限內也有數次持續性的雷暴爆發[13]。

7月20日清晨，結構已嚴重消退的布雷特因受西南氣流逐漸加強影響而開始加快移動速度[14]。接下來幾天裡，氣旋結構持續退化[15][16]，但由於上層風出現短暫消退，暴露在外的中心以南又間歇爆發出對流[17][18]。7月22日，布雷特終於在水溫寒冷的洋面上空弱化成熱帶低氣壓，其前進速度逐漸加快，內部再度出現缺乏顯著對流的情況[19]。美國國家颶風中心指出，雖然外界環境極為不利，還受到強烈的風切變摧殘，但氣旋異常頑強，「拒不消散」，船隻觀測數據也表明布雷特仍在大範圍海域產生大風[20]。但到了UTC這天下午15點，氣旋的環流結構已經變得混亂，美國國家颶風中心宣布位於百慕大以北約605公里洋面的系統已不再屬於熱帶氣旋[21]。布雷特的殘留低氣壓區在接下來幾天裡繼續朝東北方向深入大西洋，直至7月23日完全消散[1]。

熱帶低氣壓成形之際，百慕大政府向該國西北部多個島嶼發布熱帶風暴觀察預警[22]，並在氣旋呈現強化跡象時升級成熱帶風暴警告[23]。南面的新普羅維登斯島和安德羅斯島進入惡劣天氣警告生效狀態[24]，有關部門敦促船主固定好小型船隻[25]。布雷特當天轉向逐漸遠離後，上述警告相應中止[26]。

風暴起初的移動速度非常緩慢，巴哈馬北部大部分地區因此長時間陰雲密布，並以大巴哈馬島和阿巴科群島天氣最為惡劣[24]。7月16至17日正逢周末，估計阿巴科群島的降雨量達到75毫米[27]。此外，島上有氣象站在風暴期間測得時速77公里的強烈陣風[28]。降雨導致當地少年棒球聯盟的棒球賽事取消[27]。布雷特的外圍雨帶催生出海龍捲風並在天堂島着陸，並伴有雷擊和驟雨[29]。總體而言，這場風暴對當地的影響利大於弊，降雨令各地旱情得到緩解[27]。

美國和百慕大

布雷特的前身曾在百慕大產生陣雨，但降雨量很小，24小時總計不超過22毫米[38]。風暴帶來的濕氣對雨量推波助瀾[39]，百慕大持續數月的旱情至此告終。7月18日，百慕大國際機場降下45毫米雨量，而且次日又測得40毫米降水。這些降雨對該國總體有利，但也對部分排水條件不佳的企業或商鋪構成不利影響。[40]
