傑克·道格拉斯·特謝拉（英語：Jack Douglas Teixeira，發音：/teɪˈʃɛərə/ tay-SHAIR-ə，2001年12月—），前麻薩諸塞州州空軍國民警衛隊第102情報聯隊軍人，於2023年4月因涉嫌泄露五角大樓文件而被聯邦調查局人員逮捕，並被控未經允許私自持有及傳輸國防信息以及刪除和持有機密文件和材料[1]。2024年3月，特謝拉對故意持有和傳輸國防信息的指控表示認罪，法庭將於2024年9月作出最終判決。

早年生活

特謝拉於2001年12月出生[2][3]，他的繼父是一名退休空軍主軍士長[4]，先前供職於鱈魚角聯合基地，而他的繼兄目前也在那裏工作[5]，而他的母親則曾工作於一個支持退伍軍人的非營利組織[6]。

特謝拉擁有葡萄牙血統[7]，祖父是來自亞速爾聖米格爾島的移民[8][9]。

特謝拉於2020年自戴頓-里霍博斯地區高中（英語：Dighton-Rehoboth Regional High School）畢業，但由於前往德克薩斯州拉克蘭空軍基地參加空軍基礎軍事訓練的緣故未能參加畢業典禮[10][11][12]。據他的同學回憶，他在上學時期非常熱衷於軍事、戰爭和槍支，導致很少有人願意與他做朋友[13]。另外特謝拉非常渴望參軍，不過一名同學在接受採訪時表示他在成功參軍之後又產生了悔意[14]。

職業

高中畢業後，特謝拉於2019年9月到麻薩諸塞州州空軍國民警衛隊的第102情報聯隊當了一名網絡運輸系統管理員，主要職責為確保隊伍的通信網絡正常工作[15][16][17]，駐地位於鱈魚角的奧蒂斯空軍國民警衛隊基地（Otis Air National Guard Base）[18][19]。2022年7月，特謝拉晉升為一等兵[20][21]，根據美國空軍的規定，擔任科技或情報類職業的許多軍士，即使是一些級別較低的人都有權獲取機密情報[22][14][23][24]，對於公眾關於為何如此年輕的一個軍士都可以獲取機密文件的質疑，美國國防部長勞埃德·奧斯汀表示美國軍隊的大部分人都是年輕人，因此問題不在於年齡，而是在於相關人員「如何負責任的恪守職責和如何保護機密信息」[25]。由於工作原因，特謝拉擁有訪問最高級機密文件的安全許可[26][27]。另外，特謝拉還獲得過空軍功勳獎章[28]

泄密指控

2023年4月初，媒體報道指特謝拉至少從2022年10月開始就經常通過線上交流平台Discord上一個名叫「Thug Shaker Central」（名字取材於一段同性戀色情視頻所創造的一個網絡迷因）的伺服器分享機密信息[29][30]，這些信息部分是抄錄自他讀過的文件中，部分則來自於曾放在他辦公室內的打印件，而為了避免在工作地被發現，特謝拉均是將文件帶回家後再進行拍照[31][32][10]。特謝拉所在的聊天室為2019冠狀病毒病疫情期間所創立，創立目的是供裏面的人靠談論電子遊戲、槍械或網絡迷因等事物來打發時間[33]，根據《紐約時報》報道，特謝拉是該聊天室的管理員，並且經常教育群友要多了解世界大事[10]。關於聊天室的人數眾說紛紜，各媒體的說法從24人到大約50人不等[34][33][27]。

2023年2月28日，一名Thug Shaker Central成員將大量機密文件發送到了另一個伺服器[34]，隨後接到文件的伺服器成員又把文件傳給了一個與我的世界有關的遊戲伺服器[34]。後來這些機密文件出現在了一個俄語Telegram頻道上，《紐約時報》率先對這一情況做了報道[4]。4月21日，《紐約時報》報道，大約從2022年2月到2023年3月間，一個疑似是特謝拉所持有的Discord賬號又分享了上述文件的手寫總結版本，且似乎還把文件照片發送到了另一個大約擁有600名成員的伺服器[27]，

被捕及起訴

聯邦法院對特謝拉下達的刑事起訴書

2023年4月13日早上，聯邦調查局人員在特謝拉位於戴頓的家中將其逮捕[17]。警方還發現特謝拉在其父母家的床附近儲備了包括手槍、獵槍、手動槍機步槍、帶有高容量彈匣的AK式步槍、一套防毒面具等武器，並在他桌子的抽屜里發現了一些彈藥、一個戰術背包和一些類似消聲器配件的物品[35]。

被捕第二天，特謝拉出現在了波士頓地區法院，但並沒有作出任何陳述，其父母也始終保持沉默，並且在離開時拒絕了媒體採訪[36][37]。特謝拉一共受到兩項指控，其一為違反《1917年間諜法》在未經允許的情況下持有和傳輸國防信息，其二為在未經允許的情況下刪除和持有機密文件[37][36]，兩項罪名的最高刑期分別為10年和5年[38][39]。在法庭下達的刑事起訴書中，還附有一份來自聯邦調查局反情報處一名特別代理人的宣誓書[40]。

特謝拉的辯護律師是一名聯邦公設辯護人（英語：Federal public defender）[41]，他在辯護時請求延遲特謝拉的拘留聽證會，以便有更多時間重審案件，最終獲得法院同意[42][43]。在4月27日拘留聽證會正式舉行前，控方和辯護人一起向法庭提交了備忘錄，控方並提出特謝拉有極大可能會潛逃，因此要求不准其保釋，還指控他有破壞證據的情節以及可能仍然持有「對敵國具有大量價值的機密信息」，因為其在被捕前曾通知聊天室成員刪除所有信息和請求一名用戶幫忙阻攔調查局人員，而他自己則將手機扔到了卡車裏，並匆匆砸壞平板電腦和遊戲機後丟到了家附近的垃圾桶[2][35]。除此之外，他還曾在2022年末和2023年初發表過種族歧視和諸如想殺死大量人群以「除掉傻子」、想製造一輛用於刺殺的汽車和諮詢朋友何種武器方便在汽車上使用等煽動暴力和謀殺的言論，並曾多次使用政府給他配備的電腦搜索與大型謀殺案有關的信息[2][44][35][45][46]。為了支撐不准特謝拉保釋的建議，控方還提出特謝拉在2018年讀高中二年級時還曾因為發表了一些關於武器的危險言論而被停課，且直到參軍之前一直被限制獲取持槍證[35][47][48][49]。另外，控方翻出了特謝拉在20年10月和2023年1月的經歷，當時他的上級發現他無故抄錄機密材料或是查看與工作無關的材料，並對他進行了阻止[50]。5月19日，一名法官在聽證會上宣佈直到開審為止，特謝拉將不得保釋[51][52]。6月15日，特謝拉被正式提起公訴[53]，但特謝拉在6月21日受審時當庭表示不認罪[54]。

2024年3月4日，特謝拉對關於故意持有和傳輸國防信息的六項指控表示認罪[55]，法庭將在2024年9月27日宣佈判決結果，如果法庭接受認罪陳述，特謝拉麵臨的刑期將在11年到16年零8個月之間[56]。
