生平

卡瓦諾於耶魯大學畢業，持有美國歷史的榮譽學位。從耶魯大學法學院畢業後，卡瓦諾先後成為聯邦上訴法院法官 Walter King Stapleton 和 Alex Kozinski 的法官助理，此後在時任首席檢察官 (Solicitor General) 肯·史塔爾（英語：Ken Starr）席下工作。其後卡瓦諾成為最高法院大法官安東尼·甘迺迪的法官助理。史塔爾成為獨立檢察官（Independent Counsel）後，卡瓦諾輔助他進行一連串關於時任總統柯林頓涉嫌在萊溫斯基醜聞中濫用職權和偽證的調查。他協助撰寫斯塔爾報告（英語：Starr Report），建議柯林頓應被彈劾[2]。
