美國東部時間2021年6月24日凌晨1點30分左右，佛羅里達州邁阿密郊區瑟夫賽德，十二層高的尚普蘭塔樓組（Champlain Towers）海濱公寓南大樓部分倒塌。事故造成98人死亡，11人受傷[1]。

賽德公寓大樓倒塌事故與尼克博克劇院倒塌事件，是美國第三嚴重的建築物自行倒塌災難，僅次於堪薩斯城凱悅酒店天橋坍塌事故與彭伯頓磨坊倒塌事故（英語：Pemberton_Mill）。

事故發生後，房屋受損者以及遇難者家屬發起訴訟，要求聯邦和州政府進行調查，訴訟歷時近一年，2022年當地時間6月23日，佛羅里達州邁阿密戴德巡迴法院麥可·漢茲曼法官宣布，邁阿密公寓樓倒塌事故的和解協議達成，受害者和家庭將獲得10.2億美元的和解金，其中大部分和解金將用於賠償給在事故中失去家人的人，約1億美元專門用於支付律師費用，9600萬美元被預留給失去大樓136個單元中一個單元的業主[2]。

背景

2015年的尚普蘭塔樓組

位於瑟夫賽德柯林斯大道（英語：Collins_Avenue）8777號的尚普蘭南塔樓建於1981年，與附近的另外兩座獨立建築（尚普蘭北塔樓和尚普蘭東塔樓）都是尚普蘭塔樓組的一部分。這些大樓位於邁阿密海灘北海灘附近的北海灘海濱公園以北。根據瑟夫賽德專員埃利亞娜·薩爾紹爾（Eliana Salzhauer）的說法，在災難發生時，該建築正在接受40年一次的重新認證檢查，這項檢查通常需要一年時間才能完成。[3]根據瑟夫賽德市長查爾斯·伯克特（Charles Burkett）的說法，該建築正在進行屋頂維修。[4]

2021年6月24日凌晨1點25分左右，尚普蘭塔樓南樓發生了部分倒塌。[5]捕捉到的監控畫面表明，建築物的大部分中央部分首先倒塌，大約9秒後，東北角也坍塌了。[6]在大樓內的136個公寓中，大樓東北側的55個公寓倒塌。[7]

佛羅里達州進入緊急狀態[8]。邁阿密消防部門稱，超過80個消防單位加入到搜救當中，[9]但搜救進度極度緩慢。

颶風艾爾莎臨近，7月4日下午，救援工作暫停。[10]當天晚上，垮塌公寓的剩餘建築被爆破拆除[11][12][13]。

聯邦

白宮與聯邦緊急事務管理署開始與該地政府溝通，並對該地提供援助。美國總統拜登通過簡報了解該事並與邁阿密-戴德縣市長通話。

傷亡

2021年7月26日，佛羅里達公寓倒塌搜救行動正式結束，事故最終造成98人死亡，11人受傷[1]。

巴拉圭總統馬里奧·阿夫多·貝尼特斯的外交部長表示，他們無法找到巴拉圭第一夫人西爾瓦娜·洛佩斯·莫雷拉的姐姐、姐夫和三個孩子，。巴拉圭外交部還報告有6名巴拉圭公民失蹤，7月9日，莫雷拉的姐姐和家人被證實已在事件中遇難。[14][15][16]

委內瑞拉和阿根廷駐美機構報告說，他們的一些公民在倒塌事故中失蹤。委內瑞拉駐美國大使館（英語：Embassy of Venezuela, Washington, D.C.）領事處處長布賴恩·芬切爾圖布（Brian Fincheltub）在推特上宣布，他們已經確定了在大樓內失蹤的四名公民。阿根廷駐邁阿密領事館報告說，有9名阿根廷公民失蹤。[17][18]

可能的原因

根據佛羅里達國際大學的一名研究人員對公開的歐洲遙感衛星數據的分析，該建築在1990年代一直在下沉，速度約為2毫米/年。雖然97%的邁阿密海灘一直很穩定，但邁阿密海灘18949個監測點中有1555個點一直在下沉，速度不到1毫米/年。[31]但是對於進行這項研究的研究人員來說，這次坍塌依然令人驚訝。因為只有當建築物的一部分比另一部分下沉得更快，產生張力以至於削弱建築物的結構時，才有可能因下沉而導致建築物倒塌。研究人員還注意到，過度建設的地區，其下沉速度明顯加快，如比斯坎灣的人工島部分地區下沉可高達3.8毫米/年。[32][33][34][35]
