2016年尼斯襲擊，是2016年7月14日在法國尼斯的一場恐怖襲擊事件。突尼斯裔法國人[5]穆罕默德·拉豪傑·布哈勒蓄意駕駛一輛貨車撞向在法國尼斯盎格魯街慶祝國慶日的人群，隨後又向民眾開槍，造成至少86人喪生[1]。襲擊者一邊以Z字形駕駛貨車向人群衝撞，一邊高喊「真主至大」[6][7][8]。最終他被警方擊斃。這是自2015年1月7日的查理周刊總部槍擊案和2015年11月13日的2015年11月巴黎襲擊事件之後法國發生的第三起較大型的恐怖襲擊[9]。

伊斯蘭國於7月16日宣稱本次襲擊是其所為。[10]

背景

襲擊當天上午，法國總統弗朗索瓦·奧朗德重申2015年11月巴黎襲擊事件後實施的緊急狀態將於2016年7月26日環法自行車賽後結束[11]。法國剛辦完2016年歐洲足球錦標賽，期間該國落實了廣泛的措施，並部署了眾多軍人。事件接續了包括2014年第戎襲擊（英語：2014 Dijon attack）和2014年南特襲擊（英語：2014 Nantes attcak）在內的一連串針對平民的駕車襲擊，伊斯蘭國和阿爾蓋達組織都鼓勵生活在西方國家的同情者實施這樣的襲擊[12]。

在尼斯，7月14日晚，數千人會在海濱大街欣賞焰火，慶祝國慶日[13][14]。

當地時間22時10分許，即事發前30分鐘，一輛白色大貨車被看見駛近盎格魯海濱大道，開車不正常。之後貨車轉向海濱大道，沖向朝西南方衝過去[14]。

煙火表演剛在當地時間22點40分結束時[15]，貨車撞壞倫瓦爾（Lenval）兒童醫院對面的路障[14]。一名摩托車手試着超過貨車[16]，並打開駕駛員一側的車門，但倒在了貨車車輪底下。附近兩位警察目睹這一幕隨即向貨車開槍。此時，司機加速，駛向東北方，猛衝向長廊的人群，突然轉向撞到行人。警方嘗試開槍阻止他，司機向警方和人流開火還擊。貨車繼續行駛兩公里，撞死或弄傷行人。目擊者埃里克·塔蒂（英語：Éric Ciotti）表示，有人曾跳向貨車，分散並吸引司機的火力[17]，同時警方在地中海宮酒店附近包圍車輛[14]。車子最終被槍火掃射，司機被斃[14][18]。

警方在貨車上搜獲一枚彈匣、一枚手榴彈、翻版卡拉什尼科夫步槍（英語：Kalashnikov rifle）和M16步槍[19]。

襲擊者穆罕默德·拉胡瓦傑·布哈勒的居留許可證照片。

法國媒體認定嫌犯為31歲的突尼斯籍男子穆罕默德·拉胡瓦傑·布哈勒[20]，有尼斯的生活和永久居住權[21]。據報道他有財務困難，曾當過司機，在襲擊發生約一年前獲得貨車駕駛證[20]。作案的大貨車是他在事發前數天租用的。[22]布哈勒的父母已離婚，住在法國[23]。據媒體報道，布哈勒因此前五次刑事犯罪，特別是持槍暴力行為被警方注意到[24]。他於事發約一個月前因疲勞駕駛引發交通事故被捕，案發時仍受司法監督。然而他沒有被法國當局認定為國家安全威脅（S卡（英語：fiche "S"））[20]。

目擊者曾表示布哈勒在襲擊期間曾高喊「真主至大」，但這些報告[8]未被官員證實[25]。據他的鄰居表示，他沒有去過清真寺祈禱，對宗教並不十分感興趣[26]。布哈勒妻子的表兄也證實這一點[24]。

突尼斯當局未發現他在突尼斯境內參與任何恐怖主義活動[23]。然而，他因與跟毒品和接近酒精相關罪行有關係而被當局注意[20]。法國檢察官表示，襲擊「承載着聖戰恐怖主義的標誌」，但沒有組織聲稱對襲擊負責[23]，法國官員初步調查表明布哈勒跟任何國際恐怖組織都沒有聯繫[27]。

法國總理曼努埃爾·瓦爾斯表示，嫌犯「很可能跟伊斯蘭教激進派有着聯繫」，在法國國內外打擊恐怖主義和伊斯蘭教激進派的「戰爭」背景下策動襲擊[28]。這種說法立刻被法國內政部長貝爾納·卡澤納夫駁回，表示「我們有個沒有因跟伊斯蘭教激進派有活動而被情報部門注意的個人」，誰也不能確認襲擊者的動機跟伊斯蘭聖戰有關聯[23]。

布哈勒有犯輕罪的歷史，但跟最近在法國策動襲擊的恐怖組織或極端武裝分子不同[29]，屬於孤狼罪犯，然而犯罪防治學家指出，在法國本地受到歧視的移民與第二代，因為文化排斥而融入困難，很容易被極端宗教思想所擄獲、煽動，特別是傳聲能力強大的伊斯蘭國就宣稱過鼓勵在歐洲的穆斯林發動「個人聖戰」，必然相當可能以單方面的宣傳與此類潛在攻擊者搭上關係。

另一方面，有官員懷疑布哈勒在發動恐襲前實行塔基亞隱瞞宗教信仰，以避免成為執法當局注意對象。[30]

布哈勒殺死84人（至2016年7月15日），撞傷202人，其中52人重傷，25人第二天仍需要靠儀器維持生命（英語：life support）[23][29]。至少有10名兒童或青少年受傷。多名外國人死亡[23][70][71]。伊朗記者瑪麗亞·維奧萊特（Maryam Violet）表示受害者中有穆斯林，她看到有些人穿着希賈布或說阿拉伯語[72][73][74]。後來的報道把受傷人數調高至超過300人。[2]

英國政府表示有名英國人受傷[23]。柏林（德國）教育局表示，他們兩位來自夏洛滕堡寶拉親王社區學校（Paula-Fürst-Gemeinschaftsschule）的高中生和一名老師遇害[70][75]。兩名美國人（一名51歲男子和他11歲的兒子）[76]、兩名突尼斯人和一名21歲俄羅斯女性[77]遇害。

法國官員於2016年8月19日表示第86名遇難者於醫院搶救無效死亡。[1]

調查

7月15日，警方拘捕布哈勒的妻子和一名男子，次日拘捕另外3名男子。[24][78]7月21日，檢察官在記者會上表示布哈勒有5名同黨，被起訴的疑犯包括2名法國籍突尼斯人、1名突尼斯人、1名阿爾巴尼亞人和1名擁有法國國籍的阿爾巴尼亞女子。該2名阿爾巴尼亞人是夫婦，被懷疑向布哈勒提供武器。檢察官稱本次恐襲在事前經過數個月策劃，布哈勒早於2015年已開始研究如何發動襲擊。[79][80]

各方反應

尼斯警方利用社交媒體，尤其是Twitter幫助其他人找到庇護所。他們利用了在最近發生在法國的其他襲擊中使用過的標籤的改版#PortesOuvertesNice（尼斯開門）[81][82][83]。

法國總統弗朗索瓦·奧朗德從阿維尼翁回到巴黎，召開針對襲擊事件的內政部緊急會議[84]。奧朗德於2016年7月15日早上在巴黎發表全國電視講話，宣佈未來針對恐怖主義的措施，包括將此前定於7月26日結束的緊急狀態延長三個月[23]。他還宣佈部署更多的安全人員[85]。法國總理曼紐爾·瓦爾斯後來7月16日到18日三日為全國哀悼日[23]。法國內政部長貝爾納·卡澤納夫在襲擊後立即發動ORSEC計劃[86]。

襲擊發生後，隸屬於伊斯蘭國的社交媒體和聊天頻道活動頻繁。哈里發帝國網絡聯盟頻道發表了一則跟法國有關的信息，用上微笑表情。另一個親伊斯蘭國頻道發表了艾菲爾鐵塔在火焰中拔地而起的圖像。法國官員初步調查出布哈勒不屬於任何國際恐怖組織[9]。

波蘭內政部長馬柳什·布瓦什查克（英語：Mariusz Błaszczak）認為本次襲擊是歐盟多年來推行多元文化政策和「政治正確」造成的後果，他表示「這種做法應該就此結束」。[87]

後續

2018年6月8日，因為涉嫌向一對阿爾巴尼亞夫婦提供槍械而被捕的38歲阿爾巴尼亞人阿列克桑德·哈薩拉在獄中自縊死亡。該對夫婦在尼斯襲擊發生前把該等槍械轉售給穆罕默德·拉胡瓦傑·布哈勒。[88]
